CpuRateLimit sets a hard limit on CPU utilisation for a security principal. It is set by:

  • obtaining the security principal's SID and using that value to name a key under:
    HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Quota System
  • setting the REG_DWORD calue CpuRateLimit under that key to a percentage value that is the hard limit to which the security princilal is restricted
For example the following setting would throttle the security principal with the SID S-1-5-21-4753671801-25496301429-4519754931-12346789 to a maximum of 7% of CPU bandwidth.:
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Quota SystemS-1-5-21-4753671801-25496301429-4519754931-12346789\CpuRateLimit = REG_DWORD 7

This sets a hard limit that will be the maximum CPU bandwidth available to all processes running under that security principal; regardless of the available bandwidth.
